OK, so as I understand it the big picture trick works as follows:
Scientific civs receive a free tech when they enter a new era. You can exploit this, to the tune of I think it is in effect 12 free techs, by choosing 'what's the big picture' when the little graphic comes up telling you of your entering a new era, pressing F4 and then selling/gifting all the scientific AIs into the new era. You then buy all the free techs before continuing your go and thus receive another new tech. For example when you enter the modern era usually your free tech is one of ecology, computers, rocketry or something else that I forget, anyway you get all the scientific civs into the modern era by whatever means, they'll all get one of these techs which you then buy/trade so that you then receive miniturization or synthetic fibers or any of the other ones that follow from the base ones.

I've tried this twice, once after about half an hour I successfully managed to get all 4 techs, but the other time nobody would trade with me irrespective of what I offered. I was wondering if there was some sort of method to ensure that this works.
 
Hit the "print screen" button on your keyboard and paste into an image-editing program such as Microsoft Paint. Save as a jpg or gif.
 
If you use the normal reply option instead of quick reply theres an option lower down the screen that is a grey tab that saies Manage Attachments by using this you can put your screen grabs on.
 
Use "upload file" near the bottom of the page to upload the file to the server, then use
{img}URL of uploaded picture{/img}
tags to link to the picture. Or you can attach a single image with "manage attachments" when you post.

Ok, what I need clarification on is what you mean by 'nobody would trade with me'. What were the messages your trading advisor was giving? If it was 'will never take this deal', you were probably trying to pay in whole or in part with gpt, luxes or resources when you had a broken reputation. If it was 'insulted by this deal', no matter how much you added to your side, there are two options. Either:

1) You just didn't have enough buying power. Depending on the level and the age in question, techs can be hideously expensive.
2) You were running negative gpt at the time of attempted purchase (or were running with a lower gpt income than you were trying to pay out). If that's the case, you'll get the 'insulted by this deal' message no matter how much you add -- even if you have the economy to support the proposed gpt payment at a higher tax rate.

If 2) is the issue, you can fix it by hitting ESC to get out of negotiations, going to the F1 screen (still in the interturn), lowering your science and lux sliders as much as is necessary, going back to negotiations and making the trade, hitting ESC again, going *back* to F1 to return your lux sliders to where they should be, then finally closing out of the negotiations entirely. (Don't forget that last trip back to F1 before ending negotiations, or you'll find yourself in the next turn with your sliders all messed up.)

Now if it's none of the above options, I'm out of advice, unless you can post a save or something.

Is there a "cull" function in Civ3? I couldn't find one when the game first came out so quit looking. I used a feature in SMAC to sell off obsolete facilities in all cities at once, if memory serves me.
I just took a Sun Tzu Acadamy + Pyramid from the AI and was sidescrolling through all my cities to sell any granaries & barracks...it's tedious.
 
No, there's not, but with those two wonders you won't get charged upkeep for preexisting improvements. You should still be able to sell them for shields and/or gold if you need it, but you won't get charged upkeep.

Thank you. I didn't realize I'd stopped paying upkeep when I took the Wonders; that's good to know. :)

Quick Question ... if a horse or other large movement unit is fortified, will it still retreat when attacked?
I'm afraid I don't remember either, but I would like to point out that ability would only be available to "fast" units, not all large movements units.
