I suspect you are encountering the limit on XP from barbarian battles. A unit cannot accrue XP above the 30 XP level from battles with barbs. You will continue to accrue XP from battles with other civs. It has nothing to do with whether a unit is upgraded or not.

You shouldn't have to download any files to play games on Steam. Once the Steam client is installed and the initial download has been completed, the game should open with no downloads. You can even run Steam in offline mode and play games with no internet connectivity.

It's highly subjective and depends on the land, because a new city can be good in the production/science/gold it provides. I would either do it before I plan to build oxford, ironworks, hermitage, or after I do all of them so I can avoid delaying it, especially Oxford. from experience my latest city was founded on T110 or so; it had horses, was on a hill by the coast beside a mountain with 4 salt in range.

Sometimes when you are short on gold or you want to be more greedy, you can make another city. You can make more gold like this.

Do Militaristic City States gift the first unit faster than the advertised rate of 20 turns (epic speed, friends influence).

Or do they gift more often if you have pledged protection?

I had 58 influence when I became friends with them.
And now at 50 influence I received a unit already.
The influence is dropping at 0.75 per turn. (I became friends on turn 121 and received my unit on turn 134, that's 13 turns not 20)

I happened with another City State as well, friends on turn 115, unit received on turn 128 (13 again).

There are social policies that make military city states give you troops more often. Pledging protection to a city state doesn't increase unit gifts to you unless there's a social policy that does that. After that, I haven't heard of a social policy that does that. For example, gunboat diplomacy in autocracy third tier, does increase units gifted to you by military city states and doesn't require you to pledge your protection to a military city state.

Are current EXP and promotions retained when units change hands? I'm thinking of gifting heavily-promoted units but I'm not sure if it will make any difference. I remember seeing in some thread that the unit they receive is actually a "blank slate" with no promotions on it.

Also what about the Ottoman's Prize Ships? Say, they captured an enemy Nau, which will now also have Prize Ship because it's Melee. If I capture that Nau using my Privateer, is Prize Ship retained?

I have nothing authoritative, but I tend to favor militaristic CS over the other flavors. The gifting seems to me to very much have an RNG aspect, so it is not clockwork. No, they do not gift more often when you have pledged protection.

No, they are not. Gifting heavily-promoted units wastes the promotions, sadly. If Ottomans captures a Nau, it would gain the prize ability since that comes from the UA. Since 0 xp privateers have 1 promotion, gifted/prized privateers will have that. There are several other units that have 0 xp abilities that look like promotions.

I've only played for the Cultural and Sci victory which pretty much limits your options as for civs to play.



What type of game would you more expert players use America for?

America's UA, UU all point towards domination. the early sight is good for scouting, but buying tiles is not exactly efficient unless you're racing against an AI city for tiles.

Even if you are playing at level that is challenging to you, any civ can get the science victory. I do agree that aiming for a cultural victory limits your options as for civs to play.

America is pretty well rounded, but the consensus seems to be that they are middle tier. See this war academy article which was written for vanilla, but they have not changed much. You don't have to go dom with them, but they have two UU's, so that is telling.

I founded one much later than that, I had plenty of extra happiness and it got me some much needed Aluminum. It ended up working out just fine.

it's just that late game usually the incurring culture and tech costs are too great for me to get the city up to par. In terms of strategics, it's a reasonable decision, but aluminum is less sought-after than coal/uranium, and you can usually get some off city states.

Yeah, I could have done that or made a recycling center but this just seemed easier. I was #1 in Tech and well on the way to a SV so one more city didn't really hurt me.

Question about the promotion system. How do I know if the unit I upgrade is capable of gaining xp? Sounds a stupid question but I mean, I've got a 30/60XP Archer and I know he needs to upgrade before I can get him more experience. But by the time he's a XB, he still won't take any xp. Do I really have to wait till Cattling Guns? And how do I know if they're going to be capable of xp'ing before I upgrade them.

All units are capable of gaining XP. However, the maximum a unit can recieve from barbarians is 30/60xp. Anything above that will not be taken into account. If you were to use that unit in battle against a city-state or civ, it would gain XP without limit.
