You still can, but there is two things :
1) The EUI interface is not done correctly for this point. You have to un-queue the building, invest in it, and put in back in the queue.
2) You no longer can invest if it would overflow : you cannot invest in a building if more than half of the building is already done, and same thing with wonder if already 75% is already done.

What triggers the AI to war? I am playing my first game with VP as Rome, and I was close allies with Arabia for the whole game. Then in the Renaissance, he bullied a city state I was allied with and I got the "sorry about your city state" message. I said "You'll pay for this in time" so as not to take the influence hit with the city state and he declared on me immediately. Similarly, earlier in the game Alexander declared on me immediately when I wouldn't make a promise about settling. I am pretty sure this wouldn't happen in Vanilla - do the AIs just really really hate when a conversation doesn't go their way?

Sorry, I should have clarified - I don't think we actually had DOF when he declared on me (although at the time it happened I thought we did - it must have just run out, I reloaded an autosave to check). We had DOF almost consistently since the ancient era until that point. I don't think I had a particularly weak military, but I was engaged in another war on two fronts (Siam declared on me and had France as a vassal, I am sandwiched between them). Arabia and France are close neighbors, possible I captured a French city he coveted? He pulled me into a war with France an era or so ago through a joint DOW, so he had them in his sights. I'll try with transparent diplomacy a few times, that's a good idea.

Related question, regarding my Siam/France war. Is it possible to get France as my vassal as a result of this war, assuming my war score is high enough? Can I have Siam transfer the vassalage to me, or do I have to get Siam to liberate France and then do a separate peace deal with France? What if Siam capitulated to me, would I own both of them?

France would'nt capitulate to you in this case, but Siam can and you will get them both as Vassals.It worked for me in previous Ottoman game.

Got it. How does the "Liberate" option work in the "Negotiate Peace" screen? Suppose I made a deal with Siam to liberate France - would I then still be at war with France, or would both wars end but France is free?

Okay, I went back into the game to check - I have the #2 military in the world, but Arabia is #1, so I guess from their perspective I am weaker! Not by much, though - I am around 244k, he is around 249k.

Yes, you can rule out a weak military as a reason. Given that, it's more likely they viewed you as an existential threat -- they think you're going after the same victory condition, are competing with them over Wonders or CS, etc. You'll learn the specifics in a game with transparent diplomacy.
 
Okay, another question. I’m playing a new game as Shaka. I just had a war with Pacal, took Tikal and Chichen Itza and he gave me Uxmal in a peace deal. I didn’t really want Uxmal, but figured maybe I could sell it to Brazil or America, both of whom had other cities in the area. When I tried Brazil, it said “Deal value for them: Impossible!” But he would let me sell him Tikal for an exorbitant price. With America, on the other hand, I couldn’t even try — “Cities” was greeted out and the tooltip said, “You don’t have any tradeable cities.” Same thing when I tried selling it back to the Maya.

So a few questions:
1. Why could I sell Tikal to Brazil when I couldn’t even open the city trade screen for the others?
2. What does “Impossible!” mean in this context? Does it mean Pedro really, really doesn’t want Uxmal? I’m not sure why - it’s a perfectly serviceable city and it’s near his territory. He wouldn’t even let me give it to him for free. What gives?

I don't remember why the cities are grayed out, other than not having an embassy.

In this case "Impossible" is the default equivalent of "No." VP doesn't allow exploitation of city sales (like selling one of your cities that's about to fall, for instance). This restriction is pretty wide-ranging, to the point that sales are generally limited to the city's original civ, and occasionally to neighbors of the city in question. There are other, more rare exceptions -- resources? Wonders? -- and of course it's always worth testing the market, even if the answer is very likely to be "Impossible."

Thanks! No embassy was probably the reason I couldn’t sell to Washington or Pacal - Pacal and I had literally just finished a war and I think Washington didn’t have an embassy with me either. I guess Pedro being willing to buy Tikal is the exception, not his being unwilling to buy Uxmal.
 
Playing still on 9-27, I have a question. Is there any event which can trigger a lot of tourism in ancient/classical era? I dont mean those standards of wonders or gp. In my current game around round 40 - 42 brazil got "something" and had 200(!) tourism and was influential with 5 of 7 other, I could just have been lucky, that Im the Aztecs and had more than 200 culture at that moment.

But hack, I have no idea what that could have been, not even his UA should have done it, even with stonehenge or do I miss sth?

Brazil's UA does that. Don't worry, it fades fast.

Do city states have a max amount of things they can export to allies? Because in my current game, one of my allied city states has (city state luxury that I forgot the name of), Salt, Oil and Aluminum, and doesn't export the (8) aluminum to me. The aluminum tile is improved, and not pillaged.

Have you researched the relevant tech? And have they? I don't know if they can access the aluminum if they haven't researched it, even if the tile is mined (as a previously blank hill).
 
I am well beyond Aluminum tech, I don't think I could've seen it otherwise :v
But I'm not sure about city state tech. City states don't need to research a tech to be able to export it do they?
 
20171026000429_1.jpg how is that possible? he has pikemen in classic era? also i am wondering how exactly does AI yield exploits works. They always imprison my scout somewhere in their lands because they either buy tile asap after settling(no authority) or have some bonuses like in everything. can someone throw a detail on that for me?
