The text for the Sovereignty policy in Tradition states that it reduces the tile culture costs "exponentially". Does that mean it works differently than other tile cost reductions?
No. Only non puppet cities. Just a small error in tooltip.Do puppet cities decrease the tourism per event and tourism generation, like "normal" cities ? (3% per cities up to 75%) if my memory is good ?

I don't know if hall of honor (or other ideology specific UB) remains if you change ideology cuz i have never changed but probably it does

Puppet cities can be your best friend. Also if you can be really sneaky and take beliefs like God King, inspiration, or scholarship, meaning those puppet cities very culture/science positive

I only just found out that puppet cities don't increase the cost of social policies. Therefore I've decided I'd like to have enough cities to get my global monopoly, and maybe a couple extra for some good strategic or luxury resources. (That should be about 6-8 cities max?)Have you guys got any rule of thumb to avoid overexpanding?
No, actually I'm asking when you have plenty of room for settling, I'd like to know when the 4th to 10th city is best to settle. Progress/Tradition style. Progress I usually stop at 10, otherwise mid-game happiness gets me.
With Progress I knock out a quick 4 or 5, then finish the tree before steadily expanding my way up to 10 or so. When I've tried to put up a bunch of small cities to take early advantage of the Progress tree, it takes too long to actually finish the tree.
