The text for the Sovereignty policy in Tradition states that it reduces the tile culture costs "exponentially". Does that mean it works differently than other tile cost reductions?
 
Which is the policy that gives you two votes for each conquered capital? I can't find it in the policy descriptions!!

So, if it's unlocked by autocracy, why civilizations that adopted freedom (in second step) have those extra votes in world congress due to conquered capitals? Is it a bug?

I don't know if hall of honor (or other ideology specific UB) remains if you change ideology cuz i have never changed but probably it does

For sure it remains, I saw this in two different civilizations in my last game.
So during ideology switch tenets are lost, but unique building remain.

So do puppet cities not affect the aquisition of techs and social policies? I can have as many puppet cities as I want, and I won't be crippled?
 
Damn! I have like 17 cities of my own as the Aztecs, thinking I would be way ahead in culture. I was quite far behind. Good to know.
Sounds like you are going to have some massive happiness problems.

Puppet cities can be your best friend. Also if you can be really sneaky and take beliefs like God King, inspiration, or scholarship, meaning those puppet cities very culture/science positive

You're right, I'm taking a **** ton of puppet cities and all is well.

Another question - why would anyone choose to capitulate to another civ? lol

I was pretty good friends with Germany. All of a sudden he decides to capitulate to Carthage without war or anything else. That was his biggest mistake. It's the World War era and he's against half of the map now.

I only just found out that puppet cities don't increase the cost of social policies. Therefore I've decided I'd like to have enough cities to get my global monopoly, and maybe a couple extra for some good strategic or luxury resources. (That should be about 6-8 cities max?)

Then just conquer the rest if necessary, if that's what you're asking.

No, actually I'm asking when you have plenty of room for settling, I'd like to know when the 4th to 10th city is best to settle. Progress/Tradition style. I've noticed that if I settle too fast, it takes too much to catch up.

Tradition I go for 5 at most, but you can still conquer some more

Progress I usually stop at 10, otherwise mid-game happiness gets me.

With Progress I knock out a quick 4 or 5, then finish the tree before steadily expanding my way up to 10 or so. When I've tried to put up a bunch of small cities to take early advantage of the Progress tree, it takes too long to actually finish the tree.

So you have like 2 waves. I was thinking in something more like 1 city for each new policy, or a rule like that. That's talking in a void, I understand that neighbours make plans to change. I usually let the AI manager decide, but I was trying some early rushing and this wasn't working.
