The current game I have going, when attacking both boats have Boarding 1, but for some reason
my boat always gets boarded but the other boat does not, why?

OK thanks for the help!Correct, you get the status whether you attack a ship that has BP I, or you are attacked by a ship with BP I. So two ships both with BP I attacking each other would get the status. If both ships attacking each other had BP II, then neither would get the status.
It's likely from Hexxon. If you have 6 cities (with offices) and 9 franchises you're getting that amount.Check me on this before I do a bug report. I am getting 18 coal from the Policies, Religion, and Corporation section.
I have Artistry, Rationalism, and Freedom (aka not statecraft). So far as I know that is coming all from my Hexxon corp, which is much higher than hexxon says it should give. Are there any other sources of coal in this category I should look for before declaring a bug?

At least in the original game, if you build a road on a CS tile you did not have to pay for it. Not sure if this was changed in VP though. You do have to pay for the roads you build in the unclaimed territory.If I build roads/railroads in :

hello, i believe this mod makes espionage too op. Indeed, my spy level 3 stops enemy spies constantly. Is there a way to decrease the chance of counterintelligence? ( I just play with community patch without all vox populi stuff)
