Random and Automatic Harvesting

I would like a mod that removes the ability of builders to harvest resources/woods. Instead, when an improvement is built, there is a random chance the research will be harvested (lumber mills for woods/rainforests).

Also, I'd like to see Civics affect the chance that harvesting will occur. Mercantilism and Urbanization would increase it, and Natural History, Conservation and Environmentalism would reduce it, eliminating the chance entirely with Environmentalism. It might also be nice to have policy cards to increase/decrease the chance, but I'm not sure how well the AI could use those.
