I would not call Leverkusen exactly "obscure"... there are quite a few football fans in the world.
That brings up an increasing question... Are city lists tied to the leader? It seems that the German capital is not Berlin and related to where Harold held his seat.

I liked it better with a fixed list. It made sense to have Orleans the second French city all the time.
Orléans ? Why not, but honestly, Troyes being the third city is just weird, at least when it was Reims it was somewhat understandable.
This new way is definitly better.
Troyes being the third city is actually a funny kind of joke, since its name means "Three". The new way ruins the joke.
