I don't have Civ IV yet, but from what I've seen of the screenshots, it's my understanding that you are able to replace flags with actual images (such as in the American Revolution scenario) I think it'd be interesting to have the option of real flags instead of coloured symbols.
Now, obviously this is beyond my abilities at present, but I figured I'd put together a list of the flags that I'd mod in if I could anyway. Call it boredom, if you must =P
Americans: http://www.fotw.net/images/u/us.gif Obvious enough.
Arabs: http://www.fotw.net/images/a/arabcols.gif The Pan-Arab Colours flag, which influenced the design of most modern arab flags.
Aztecs: http://www.fotw.net/images/m/mx.gif The Mexican flag, which isn't that historical but does contain the coat of arms that dates back to Pre-Columbian times
Chinese: http://www.fotw.net/images/c/cn_1890.gif The Imperial flag from the late 19th century
Egyptians: http://www.fotw.net/images/e/eg-1923.gif No flags exist from Ancient Egypt, obviously. I chose this over the modern flag because it's distinct, and too many tricolours would be boring. =P
English: England doesn't even have to be changed.
French: http://www.fotw.net/images/f/fr.gif The modern flag.
Germans: http://www.fotw.net/images/d/de.gif Likewise.
Greeks: http://www.fotw.net/images/g/gr.gif This one too.

Japanese: Doesn't need to be changed either.

It'd also be interesting if different leader-heads could have different flags. That'd open up things like different numbers of stars on the flag for Washington and FDR, or the Union Jack for Victoria.
