Disclaimer: this is the first time I ever opened world builder for something like this, but my game felt hosed.

1 turn before I built the council tree, the Balseraphs beat me to it. I wanted to quit, but at turn 350, a lot of time was already invested, so I just stopped playing for a few days. Then I decided to go into worldbuilder, and remove the council tree, give Balseraphs 500 gold, and move on.

MAF everytime, cant fix it.

So I open worldbuilder the turn before.... The city is building a longbowman. Odd.
They have 155 gold...

So, here is the only way possible the Balseraphs built the council tree. They were building it, but at the last moment decided they didn't need it, and started building a longbowman.

Then, by dumb luck, the turn I was going to finish the tree, they decide to switch back to the nearly finished council tree, and purchase it, then go back to building the longbowman.

Man, that's really lucky. :mad:
 
hehehehe the ai is teasing you

this reminds of the famous quote from a GDR leader: "nobody is building a wall" (some days before the construction of the Berlin wall began)
 
Disclaimer.. might be total speculation what i'm about to say :)

in CIV III everybody could see who was working on which wonders. Perhaps such a feature is also in CiV IV. This would account from the Balphs that they knew they still had time enough to build other stuff they valued more during construction of the CT. Don't know if they can investigate your city (is loki happily trotting around in your territory) or something similiar? but thats what i can think of.
 
the AI had already finished the wonder when you looked into WB. Usually takes a turn or two to cancel worldwonder construction for other players. I really doubt that the AI will switch production when building a wonder.
