It is His Imperial Majesty's belief that such a trade agreement would serve to strengthen cross-atlantic trade between us, to the benefit of private industry and the ongoing process of industrialisation and economic development in both our nations.

We welcome the establishment of the League of Three Emperors, in which the imperial dominions of Your Empire, The Empire of Switzerland and Our own realm are united in concord and common interests. To strengthen the bonds between us we propose the establishment of a trade agreement between our two Empires. This would greatly strengthen Baltic trade, and generally encourage further investment and development both in our two realms, and in the entire region of Eastern Europe.
Likewise, noting the compact of the league we wish to propose a common understanding with regards to each Empires respective sphere of influence in Eastern Europe. We would propose that the most equitable arrangement, taking into respect the interests of each Empire, would constitute the recognition of the Baltic lands, and the Orthodox regions of Ruthenia, Wallachia, Moldavia and Transylvania as within the Russian Sphere, while Poland, Slovakia, Serbia, Bosnia and Dalmatia are recognised as within the legitimate sphere of the Holy Roman Empire. This would suitably satisfy the interest of Russia in access to the Atlantic and defending the interests of our Orthodox brethren, while duly satisfying the Holy Roman Empire by respecting its interests in the Mediterranean and elsewhere
We would be most pleased if the Holy Roman Empire would be prepared to agree to both our proposals in this regard.

To The Empire of France

We are concerned at the recent border incidents between Switzerland and France, and in general at the high level of militarisation instituted by the French state. We would strongly urge Your Empire in the interests of European peace and prosperity to desist from any further provocative measures along the Swiss border and to manifest signs of de-escalation lest calamity befall western and central Europe, opening the way to subversive and anti-Christian elements.
As a sign of Russia's continued good will to France, for it is true that no dispute exists between us despite our concern at recent French actions, we would suggest that France encourage investment in the Russian Empire, leading to eventually in the event that political tensions in Europe subside to a likely trade agreement and potentially further diplomatic engagements. Naturally the advent of war, or further provocations and escalations of belligerent rhetoric and actions against other European powers would prevent our relations developing to this point should such unfortunate events manifest. Any French initiation of war against either the Holy Roman Empire or The Empire of Switzerland furthermore would compel us to cease all efforts at engagement, and enact an embargo until such time as European peace is restored as per our obligations to the League of Three Emperors, although we trust His Majesty the Emperor of the French to refrain from such an unchristian and generally detrimental course of action, and would hope His Majesty is prepared to instead walk down the path we have proposed.
