In addition, Mijnheer Adelbert van Volendam has been assigned Commissioner of Corruption of Guiana. Mhr van Volendam has served excellently as economic adviser for the Province of Westfriesland so we are confident he can manage this.

We welcome the establishment of the League of Three Emperors, in which the imperial dominions of Your Empire, The Empire of Switzerland and Our own realm are united in concord and common interests. To strengthen the bonds between us we propose the establishment of a trade agreement between our two Empires. This would greatly strengthen Baltic trade, and generally encourage further investment and development both in our two realms, and in the entire region of Eastern Europe.

Likewise, noting the compact of the league we wish to propose a common understanding with regards to each Empires respective sphere of influence in Eastern Europe. We would propose that the most equitable arrangement, taking into respect the interests of each Empire, would constitute the recognition of the Baltic lands, and the Orthodox regions of Ruthenia, Wallachia, Moldavia and Transylvania as within the Russian Sphere, while Poland, Slovakia, Serbia, Bosnia and Dalmatia are recognised as within the legitimate sphere of the Holy Roman Empire. This would suitably satisfy the interest of Russia in access to the Atlantic and defending the interests of our Orthodox brethren, while duly satisfying the Holy Roman Empire by respecting its interests in the Mediterranean and elsewhere

We would be most pleased if the Holy Roman Empire would be prepared to agree to both our proposals in this regard.

We are concerned at the recent border incidents between Switzerland and France, and in general at the high level of militarisation instituted by the French state. We would strongly urge Your Empire in the interests of European peace and prosperity to desist from any further provocative measures along the Swiss border and to manifest signs of de-escalation lest calamity befall western and central Europe, opening the way to subversive and anti-Christian elements.

As a sign of Russia's continued good will to France, for it is true that no dispute exists between us despite our concern at recent French actions, we would suggest that France encourage investment in the Russian Empire, leading to eventually in the event that political tensions in Europe subside to a likely trade agreement and potentially further diplomatic engagements. Naturally the advent of war, or further provocations and escalations of belligerent rhetoric and actions against other European powers would prevent our relations developing to this point should such unfortunate events manifest. We have had a meeting with the Swiss and have agreed that the four French soldiers conducted a accident, all rooted in the activities of the Vanguard's attempts to hinder French-Swiss relations. In truth we will need to consider means of ensuring the border does not become another bloodbath. The Vanguard cannot be trusted in desiring peace; tis they who caused the border incident in the first place. However the French will never become the victim of their anti-diplomatic tricks again. I am hopeful that the neccessary shooting will deter further confrontational activities.

Note that we interested in not eastern expansion in Europe and that Spain was a action set to reflect Joseph-Napoleon Bonaparte. Colonialism is our frontier now and we are looking forward especilly to secure the Pacfiic sphere of our recent colonial expansions so that we can have a secured link to Paris. Sadly our contact with China suggests they are hostile in their isolationism. Thankfully our entry into Indochina should allow plenty of time for them to reconsider and allow us to conduct our Civilization Mission.

Now there is a way to guarantee investments: marriage. Russia wants investments and France wants to ensure imperial marriages for the security of the Bonaparte family. I am prepared to offer 200 in investment for the sake of ensuring the marriage takes place. We also will be setting our business to your land to great consideration of the potential assets. Our colonial ventures should cover our expenses. France will encourage its business elite to invest in many areas as possible.

Yet despite our continued friendship and goodwill towards the Netherlands and its people, we cannot help but fear that such a pact, if signed, would risk Russia becoming involved in any Dutch colonial wars it may inadvertently find itself in, rendering Russia subject to negative economic ramifications without Russia being capable of rendering any feasible military benefit to our prospective ally.

Now of course the Kingdom of the Netherlands certainly has concerns regarding European peace which is entirely beyond the scope of Our concerns, a peace we add which in recent times is looking increasingly frayed due to the political actions and movements within the French Empire and the associated international tensions. If the Netherlands desires to principally address though its proposed defensive pact with us its security concerns in Europe, we would suggest that either a specific treaty to render common aid in event of a European war involving either power OR the Kingdom of the Netherlands entering into association with the League of Three Emperors through an arrangement in which the league guarantees the sovereignty of the Netherlands against any invasion of its European holdings would be more fitting with regards to fulfilling your security interests, and satisfying our current concerns with regards to your proposition.

Saying this, we would again reiterate our kindly appreciation and fraternal considerations towards your Kingdom, and our desire that our friendship be perpetuated through continued trading relations, and strong political rapport, with this being the case even if no military arrangement of either the kind the Netherlands has proposed to us, or which we suggest as more fitting alternatives come to pass.

It has been agreed between the French Emperor, and Us, that in the interests of alleviating tensions in Europe France shall refrain from further militarisation beyond its current level of armament, excepting of course in the event of hostile military actions against it by any other power. Likewise in an effort to establish diplomatic rapprochement, France has agreed to financially invest in Russian industrialisation and encourage private investment on the part of its capitalists in Our realm. Conversely We, in an effort to lay the groundwork for further rapprochement in the future in the instance that current tensions subside have agreed to permit the marriage of the Imperial Prince Vladimir Romanov, third in line to the throne, to a princess of France (who has agreed to convert to Orthodoxy as per the laws of Our imperial House) in the hope that such a marriage might through the establishment of dynastic contacts facilitate a diplomatic reduction of tensions, and a recognition of the due interests of the Imperial nations of the League of Three Emperors and an understanding of their inviolate sovereignty.

With regard to Switzerland and the Holy Roman Empire, we maintain unchanged our alliance with them, and continue as ever our commitment to come to their aid should France ignite a war in Europe through a continuation of aggressive and provocative policy in contradiction to its assurances to Us that it would refrain from such actions in the future. Should the worst happen and war eventuate, Russia will fulfil absolutely its due obligations to its partners the Holy Roman Empire and The Empire of Switzerland in the interests of European order and stability.

Flying Guillotines reinstated

The Emperor Dongfang Bubai has decided to reinstated the "Flying Guillotines", a group of assassins that were in the service of the Qing Emperors, but were disbanded during Qianlong's reign. This secret group of assassins assassinated the enemies of the Qing regime, and now they will be used to assassinate the enemies of the Xiang Dynasty.

They got their name from the weapon they use: the Flying Guillotine. The Flying Guillotine is collapsible (to the size and shape of a parchment scroll) fabric and mesh dome equipped with interior and exterior blades, all attached to a 30' long chain.

To use a Flying Guillotine, one slings the dome frisbee-style while holding onto the chain, and the contraption slices through the air at blinding speed. Contact inflicts beheading of the target. A tug of the links returns the device, allowing it to be thrown in each and every combat round.

The Flying Guillotines will now return to their job and will cleanse the Empire from rebels and separatists who dare to defy the will of the Son of Heaven.

The Three Chivalrous Heroes

"The Three Chivalrous Heroes" is the name of a recent Wuxia novel written by renowned author Yu Yue. The novel has become a huge success and has been very popular. It tells of the story of three sworn brothers (Wang Chao, Ma Han, Zhang Long) during the Song Dynasty. The three brothers are expert swordsmen and use their skills to kill corrupt officials as well as traitors who collaborate with the Mongol invaders. Eventually, the Emperor takes note of their patriotism and skills and appoints them Generals. But the treacherous Chancellor Jia Sidao, who is corrupt and incompetent, is jealous of their success and sends them to battle with 12,000 troops against the Mongols who besiege the city of Xiangyang.

However, Jia Sidao had contacted the Mongols and had given them vital information about the movements of the Song army, allowing them to ambush and encircle the three brothers. At the same time, 10,000 of the 12,0000 Song soldiers, who were men devoted to Jia Sidao, killed their 2,000 comrades who were loyal to the Song and joined the Mongols against the three brothers. In the end, the three brothers died after the Mongols and the traitors shot a huge array of arrows against them.

The book has largely been a success thanks to a recent rise in Chinese nationalism, which was instigated by the Imperial Court as a response to separatist sentiments. The book has become immensely popular and has moved to tears many of the readers.

We're not overjoyed to have a neighbor controlled by the very family that we fought a revolution against, but we're willing to look past that because they're already here and not attempting to make an issue out of it. You, though, decided to resettle an area you were kicked out of.

I really feel like some Europeans think the Monroe Doctrine's purpose is for America to claim rightful dominion over the entire western hemisphere, which is absolutely ridiculous. We're not stopping Canada or the Caribs from expanding anywhere other than between Texas and the 49th parallel. We just don't want more neighbors with a frankly huge potential to develop into imperialistic regimes with no idea what's happening to its citizens. It's the same principle if we suddenly decided to settle Portugal. Not only would you feel like we're breathing down the collective neck of Europe, we wouldn't even be able to understand why everyone is complaining about the tax rate.
