Recon Pay Terrain Cost -- All-you-can-move Buffet edition

i added a new extra component to OP -- pretty simple, any non-recon unit that reveals an undiscovered plot immediately loses all remaining movement. I loaded it up with poly, its quite impactful to how I usually play poly off the start... same with iroquois to some extent, and any that allow extra moves/vision on the starting units. Recon becomes king of exploration with this small change

love this new mechanic a lot. i made a small edit to the lua file to exclude naval melee units because i felt the default mod restricted naval exploration too much.

Afterwards I thought maybe should trigger off recon XP promo instead of unitcombat type, in case other mods made other exploration units.... Naval melee also makes sense, will look to add a few other exceptions, possibly (warrior or slinger uu's). Thanks for doing the edits!
