Regional bonus for factory

In the picture I have 2 cities , the industrial zone for the city Townsville is right next to it. I placed it there to give regional bonuses to the other city "Lismore". The industrial zone for Townsville has a factory and in my opinion is definitely within 6 spaces of the city center of Lismore. Anyone have idea of why Lismore doesn't seem to be getting the regional bonus for the factory?

Just a random thought, but did you finish the factory this turn? The way the game updates info is sometimes a bit strange, so often you don’t see changes appear in the UI before next turn.
 
That city details list only shows you what districts or buildings are directly built in the city. You need to hover over the yields display in the lower right of the city pane to see specifically what bonuses it's getting. Regional Factory bonuses only show there, I believe.

^ This is correct. Regional effects show when hovering over the appropriate yield in the city screen in the lower right.
 
He's on the Xbox, so things work slightly differently in terms of how you get things to display. I could look at my Switch to se if I can find how to do it on that, but it will have to wait till morning. I need sleep.

From memory though, on the Switch you turn on tooltips using the minus button (perhaps select on the Xbox?), then put your cursor over the hex with the city in question. The tool tip should break down the various yields for you.

Yes the factory was completed. That's why this was so confusing. I've noticed similar problems in other areas of my map as well

Ah ok I can see the problem. Partly I just misremembered slightly. What you need to do is select the city, then move the cursor to the production stat at the bottom of the screen (on the Switch, you use the sideqays buttons on the direction pad button to cycle until it gets there, I'm assuming it's the same for you). If you turn on tooltips (the minus button on the Switch, probably select on Xbox), it will come up with a breakdown of where all the production is coming from. I'm not familiar with how to do it properly on this site, but hopefully here is a screen shot of mine that shows what it should look like.
