Regional Effects of districts?

Toronto's unique bonus for their suzerain is:

"regional effects from your industrial zone and entertainment complex districts reach 3 tiles farther."

What regional effects? Can anyone explain what this means?
 
More precisely, it only applies to the IZ and EC buildings that have 6-tile regional effects -- factory, power plant, zoo and stadium. For Toronto's suzerain, those buildings' 6-tile regional effects are extended to 9 tiles.
 
OK so if you build an Industrial Zone that is within 6 tiles of three separate cities, they will all get the production bonuses? That's
good to know.

Do they also stack? If all 3 cities build the same zone in range, each city get 3x the district bonus?
 
This is one of the reasons why Japan is actually an amazing science CIV.
With Eletronics Factories AND Power Plants you have two stacking regional Production bonuses, and if you settle in close proximity you can easily stack 2x +30 production in your core / spaceport cities.
 
Very civ can stack factories and power plants. Japan's electronics factories do provide +1 production (as compared to a regular factory), and additional culture later in the game -- nice bonuses, certainly, but hardly overwhelming advantages for a science victory.
 
Trade is likely to be the main source of production in your core cities, think like 50 trade routes concentrated in a few cities with the globalization card, that will give some serious production. You should also focus on getting great engineers because many of the modern ones give very strong bonuses towards producing space projects.
