The troubled state of affairs between France and Maratha is an unintended consequence of Indians wishing to be ruled by Indians and the proximity of French holdings in Pondicherry to those formerly belonging to Portugal. Our "war" is a paper war. No shots have been fired, no lives lost, no damages or loses. It is a phony war of posturing. France has not suffered and is owed nothing.
To France we say: We will not attack you or your possessions and we ask for nothing to keep the peace. We are williing to discuss the repatriation of Pondicherry to Indian rule so that future misunderstandings will be less likely to occur.
We have asked Portugal for peace and made a generous offer and they equivicate.
