A modern Japanese Leader is a good idea.
I can try to skin it, using this picture as a stock image.
I hope you're not going for the whole "robed" look, because that would involve creating new models.
Also, he was alive during the 20th, not the 19th, century.

Here's something I hacked together - I'm not too proud of it, so I'm not putting it in the File Database. Hirohito's clothes look correct, but the face still resembles FDR. You might want to work on the specularity of his medals, as I didn't get around to doing that.
Or, you can use it the way it is. It's not that bad...but I want to know if it's good enough for what you need.

I can't upload a preview of my Hirohito skin right now, but I'll do it in 2-3 days. If I have time, I'll make him into a new leader like I did for Hitler.
I'm thinking that Hirohito should be Imperialistic and Financial. Imperialistic because of Japan's Manchurian empire; financial because of the 1954 plans and the post-war economic resurgence.

I originally gave him the Stalin greeting animation. The mesh deformation that ensued was fearsome to watch. Now he just has FDR's animations.
Actually, that's quite good! It's hard to fit people into the limited options you have - I think you've done a good job working with what was available.
I'd definitely like to add this to CIV Gold - Warlords when it's available.

I'll try a reskinning of Gandhi, and see how it works out. The trouble is that Gandhi's head is...disproportionately large.
And Wyz_sub10, you are welcome to use any skins that I make. If you want, I can add it in to your mod myself, but I'm not sure about how you structure your XML files.
Okay, I got that reskin done. Once again, I was too lazy to actually make an icon. I'm not uploading anything yet.
Personally, I think that Gandhi's eyes are too big and that he is too skinny to make a good suited Hirohito. The Gandhi model has his arms bare, but Hirohito wears a suit in almost all of his pictures.
Without the glasses the model's blinks are really weird-looking. I wish I could add Stalin's hat to this model, but once again my 'max skills limit me. The generic bonsai tree in the background is a temporary one.
Not to be rude, but I don't think any model short of Qin Shi Huang or Mao Zedong has the slit eyes required to skin Hirohito. And both Mao and Qin pack too many pounds to be convincingly reskinned.
I'm not too great with merging stuff and editing models, otherwise I'd add Stalin's hat and pull the eyelids a bit more closed. If you think this barely resembles Hirohito, just remember; it's the hat and the eyes that make all the difference.

Yes I agree the Gandi based one is too thin and the Large nose looks comical. Hirohito is a tricky one. Dose Tokogowa offer any hope of being a base?
I'm going to use this base model to skin. If the toga gets in the way, I'll delete it and try replacing it with Roosevelt's suit. I'm still trying to bind the hat to Caesar's head, though.
I think this model is a nice start.
EDIT: It would be nice, if I could get it to load in Civ without crashing.
