An illegal immigrant is a bad person? Not unless they evade taxes at every turn possible so that taxpayers have to take up their slack...

No, this mod involves immigration from one city to another if those citizens are unhappy and/or just had their city taken over by another civ.

sounds like this could be a good incentive to keep your citizens happy and maybe relieve overcrowding.
