AFAIK: The Pirates are pretty much the expanded version of warlords. They don't have an economy to support their wars, the economy is war. The people living in their territories are suffering and there are no other jobs except joining the roaming bands of pirates that have been unified under the command of a single captain.

Juan Carlos: Maryland tried to hire 2/3rds of the Spanish army as mercenaries to fight against you. i rejected it, saying that the justification isn't sting enough to move up on the smite queue. that and it would seriously violate half of the neutrality laws.
