Emperor Juan Carlos announced that since Spain is already a decentralized country (as is in real life) he is considering letting them choose their own Government as well. Catalonia could be communist, Navarre could be fascist, Aragon be a federal democracy, and Castile being an Absolute monarchy, for example.

yup, but none of the areas enjoy a Jewish majority. Madrid comes closest though.

I don't think Egypt would take it, but I'd sign a ceasefire if they would. But they won't since they want XPs and they know we hate them.

That explains it. I posted a corrected map (it's probably my fault for forgetting to add last corrections to the stats before this update).
