Ahem, well, there's a civil war within the Communist Union. Maryland (Mad Man) and Egypt (Double A) attacked Spain (Mathalamus), apparently due some disputes about The Holy Land.

It was actually because you kept switching sides in various conflicts. Your nation is clearly too vulnerable to foreign influences. If an international war were to break out between the Socialists and any other demographic, Maryland and I feared you would switch sides at the earliest possibility. We decided you could not be trusted, and it would be in the interest of the world if you and your hyperaggressive bipolar tendencies were brought down.
If I only wanted the Sinai back, I could have easily taken it. This way, I just get to have my cake and make you eat dirt too.
The Soviet people is shocked and appalled by the attack by Maryland and Egypt on Spain and in particular the use of atomic weapons to slaughter millions of Spanish civilians.
This is made worse by the fact that Maryland, Egypt and Spain are, or were, all considered firm allies of the Soviet Union, and all are, or were, members of the Communist Union. This makes the Mediterranean War tantamount to fratricidal fighting.
For the time being, the Soviet Union shall remain neutral while the Supreme Soviet deliberates on the best course of action. Meanwhile we, in the strongest possible terms, demands an immediate ceasefire, and all belligerents to meet at the negotiating table. In particular, we demand that Maryland and Egypt withdraw from all occupied Spanish territories, end the blockade of Spanish ports, and cease using nuclear weaponry against the Spanish people, or the consequences may be dire.
A group of Soviet citizens have organized a "Soviet Refugee Aid Agency", to help refugees in Spain and the wider Mediterranean region. They have been granted approval by the Supreme Soviet to operate in the region for six months.
Mostly answered above and below. However, I would be happy to meet Spain on the negotiating table and cease the blockade. I now promise never to use nuclear weapons on Spain ever again, as a sign of good faith.
They should not control the fate of so many communists and socialists, so they should not have as much land. Spain, I shall not touch unless I am forced to continue fighting by Spain's pigheadedness, and even then it shall be last.

There was no need to resort to such extreme measures, and you should've consulted with the SFRJ and the USSR first. You've betrayed our trust.
Now that Egypt is showing signs that it is willing to negotiate, we urge Maryland and Spain to agree to the ceasefire and come to the negotiating table. All nations should send their diplomats to Istanbul; the USSR offers to act as the mediator.
However, if no ceasefire is declared, then the USSR will have no choice but to side with the defending party in this war.

If a ceasefire is not reached, we will have no choice but to side with Maryland in this war, and we hope our other allies, the Khitans, will stand with us. Again, we agree that the U.S.S.R. should host the negotiations at a neutral location, and plead that this ceasefire turns into true peace.

im fairly sure Khitan wouldent take involvement in the war if the USSR declares wars and the DB also declares war.

Now, since we are negotiating the end of this war and the division of Israel, we should do this in an orderly fashion. These I believe are the points under contention. Feel free to and to them, and inform us to which you would agree to.
1. A peace treaty signed my all three parties for a number of turns.
2. A permeant ban by these countries of future nuclear strikes against Spain.
3. The division of Israel, with
a. One province (Palestine) going to Spain
b. Egypt reverting back to Egypt
c. Few territories in turkey to Khitan and the U.S.S.R.
d. The remainder going to Maryland.
4. The possible limit set on Spanish troop counts.

How can I not aim for military bases? The bombs were dropped out of friggin' planes by the best and most experienced bombardiers the Neo Old Kingdom has to offer. That's like saying a crack sniper can't put a bullet in someone's heart, but has to shoot blindly.

right. Egypt and maryland should both be stripped of nuclear, biological and chemical weapons permanently, as their people are clearly too stupid to understand its effects.

It means that the remaining areas of the Holy Land....are techinally in BOTH of your control since Dommy's last orders were that "it shall join whoever nukes Spain or takes 5 provinces". Well, you both dropped the same amount of bombs and both took one territory.
So thank you for making my job so confusing.
Civilians died due to the lack of knowledge. For instance, Maryland's attack on Gibraltar a short while after the atomic bombings meant he incurred a radiation penalty for attacking. I didn't say how many civilians died. Just that some dead. After all, it's not completly out of the question that some military bases are near major towns or cities and those areas received some damage for being on the edge of an explosion.
And Gibraltar is a small province. Five atomic bombs going off in there is bound to cause some civilian casualties as well. With that said, 20 million civilians? The atomic bombing of Hiroshima and Nagasaki killed only a half of million and it's only been a few months since the bombing so there's no way that number is that high, especially since the targets were military bases.
For future references: He did tell me he was aiming for military bases. If you don't tell me that, I'll assume you're aiming for towns/cities which....may or may not cause unforeseen problems.
Yep. That's actually why Maryland can expand AND attack right now (but can't get the +5 LP). Unless someone declares war on him of course (you can't just ignore declarations of war after all).
Actually, no. The Holy Land is de facto gone now. It's on the map due to the confused situation of Maryland and Egypt both accomplishing want the Holy Land's PM wanted in the same way.
I'm glad you guys are working on a treaty. The Holy Land must be divided up now or it'll become an "Occupied Territory" over the course of the next few years.
Edit: It's fallout...but at the same time not fallout. It simply marks where the nukes went off and will be gone by next year. It means those territories weren't producing LP as well.

well sorry, we didn't have time to conduct a detailed census in the middle of a short nuclear war. ill conduct one soon. maybe the death toll was overestimated by a factor of four.
and than you for clearing that you can aim for military bases, but some bases were close to or even inside some major cities (kind of like Calgary's military bases are inside the city)

True but its 1967 and we're talking low yield, 10 kt atomic bombs. So the larger cities wouldn't even be completly wiped out. Also, 20 million dead when all the targets were as close to military as possible in a region that, in 2010 today only has 50 million people total, is kinda off unless the Spaniards live in Megacity 1-5.
