I'd say Indonesia. You can beat the Dutch; there is no way you won't at least have Bombards by 1500 or so.
Barrage 1+2 Bombards + Heavy Swordsmen is all you need to repel the Dutch at the very least.
Show us some anti-colonialism in action!

Admittedly, you can do that with Mughals too, but I'd imagine
Redcoat/Infantry/Machine Guns are a lot tougher to deal with.
