Still haven't gotten your Silk Road city states in a game.

They show up for me, but I've only played on a huge map with 24 City-States . What map size are you playing on? There are only 3 in my pack and countless in the base game.

I admit my familiarity with the topic is limited to Wikipedia, but where were you aiming to go with the civ? I suppose a fort with some other benefit is in order?

In this instance, Wikipedia doesn't tell much. It was a palace; I'm thinking that (idk if this is possible) it takes 3 builder charges to make and it can house great works of any kind.

Or maybe a "insert Swahili name for builder here", that is a UU that is double the production cost of a normal builder. It can't really do anything but build it.

Hi, did you remove the East Silk Road city state pack and the modern city state pack from steam? I can't get back in to a particular game and it says those are missing, and they are also missing when I click the link here. No problem if you did, I'll just start a different game. Was just curious and making sure I didn't mess something up.
