Yes, but it is far easier for the host to do it. Remember, if you have played your real turn and sent to Nighthawk the test turn cannot be overwritten on your old save. You would need to delete it first.

Are you seriously asking me to admin-hack the game for you to give you strategic help? Yeah no.

I'm pretty sure Shushan will flip, but I don't even know if it's still independent or Babylonian. If it is the latter I would recommend Nighthawk to stay at peace with Tigranes until after it has flipped, as flipping mechanics can get kinda wonky if the newly spawned civ declares war and we don't want a repeat of the main RFC game's events wherein Persia conquered Shushan one turn before it would have flipped, thus making it completely useless as it starts with 0% Persian and 100% Babylonian culture.

I could take over Rome if no one else is there. I'm already in a PBEM and a Pitboss (and soon another Pitboss), it takes up a lot of time but I could deal with one civ for now.

I think you may have fallen into the trap that I did. When you ended your turn did it go to show you all of Romes units?

We all need to play turn 90 before Rome gets the turn, as they are added onto the end of play, so I think that save will still say that it needs to go to china no?
