Why not? Even the mighty Swedish workboats have anti-cavalry promotions. (BTW 3miro, Absinthered - it's a minor aesthetic issue, but should the Swedes have their UP adjusted to affect land units only, as opposed to all units? My Drill IV privateers seem even more badassed with the extra promotion, but it's completely useless for ships.)

Genoa already has its additional bonus: cheaper mercenaries.

Perhaps Venice's other bonus could be stronger and/or faster ships? It could go obsolete at somepoint (like Greece's UP in regular RFC) - shipbuilding maybe - so the Ottoman navy can overtake them; this may not be necessary, as the Ottomans can gain naval supremacy through sheer numbers (if their land armies don't overrun the Venetians in the Dalmatian Coast first).

I completely agree that Venice and Genoa should run MR early (especially Venice, who truly should have it from spawn). However, it could be unbalanced - if Genoa doesn't wind up vassalised in my games, they often become tech whores - if their economy surges further from early MR, I can see them buying out every known tech and becoming a headache to deal with. On the other hand, I'll know to whom my espionage points should always be directed towards when I play as Spain. :D
 
give venician ships a custummade promotion giving +25% vs ships :)
 
We are playing on what is essentially a Pangea map, naval UP would be essentially useless. The Norse are the exception, but this has to do with Vinland and their UHV.
 
Aragon is part of catchall spain ... and in that view certainly not more important than Genoa, Burgundy or Portugal
 
No Aragon in this mod makes me realy sad, specially considering Genoa, Burgundy and Portugal are in.

"Nations" here is a more stretchy term. Just like you have Norse -> Denmark and Frank Empire -> France, so you have Castile -> Spain (including Aragon).

Aragon itself is included as a Minor nation, i.e. they are more likely to revolt and try to become independent, but they are not playable, just Independent.

Fair enough, but I don't know that I would say naval UPs would be useless. Sabotaging trade routes is a strategy I employ in every game as a colonial power (which Venice can be considered by virtue of its UHV goal). Blockading large coastal cities can also starve the entire civilization (especially Portugal, England & Norse, who rarely have an inland city, and Genoa & Cordoba/Spain can be severely hurt by such a strategy as well, when Milan/Leon/Toledo/Madrid become their only growing cities).

The human could certainly make large, dangerous fleets, but the AI would never manage to utilise a naval UP. If Genoa gets MR earlier (or starts with MR), what kind of UP could Venice get to still make them distinct to play? Giving them cheaper mercs would essentially make Venice & Genoa the same civ with different UBs.

Navy isn't completely useless, we do have ships in the game and they can make a difference. The point is that the UP should make you uniquely strong and a naval boost is much smaller than a non-naval boost.

- Norse have a naval UP
- The Portugal UP is much better for colonies than anything else you can think of
- England is on an island, but their main difficulty is to get France by land
- Venice gets their UB to boost their naval power
- Genoa is currently weak, but the new Merc scheme should fix that

Venice should start with MR, which would be too early to get by tech. We can give Venice the MR + some other bonus, maybe MR and Trade Economy. Thug Genoa gets MR by virtue of Tech, while Venice gets two advanced civics very early on.
