First they choose one person to be "captain"
Then the other people (non-captains) follow these rules:
* If this is their first time to the room AND switch B is "off", Turn switch B "on"
* If this is their first time to the room AND switch B is "on", Toggle switch A
* If this is not their first time AND they have not turned switch B "on" before AND switch B is "off", turn switch B "on"
* If this is not their first time AND they have turned switch B "on" before, Toggle switch A
The captain follows these rules:
* If switch B is "off", Toggle switch A
* If switch B is "on", Turn switch B "off"
* When the captain has turned switch B "off" 28 times (or the total number of prisoners minus one), he declares everyone has been in the room.
