Rise and Fall content without Rise and Fall.

I did a basic search. Found nothing.

I have Civ6, and just added the Gathering Storm content to my installation. With it came the Rise and Fall content. Governors, Dark Era's, Loyalty, Emergencies, Timelines, etc ... But I don't have Rise and Fall. Never bought it, never installed it.

So I'd like to know if this is normal, since Steam still wants me to part with $$$ to add the Rise and Fall content that I seem to have anyway.

You have the R&F mechanics (as modified by GS), but you do not have the other R&F content (additional civs, wonders, etc.). See this thead for a summary of R&F features.

This was the same process used in Civ V (BNW gave you modified versions of the G&K mechanics, but not the other G&K features).

My advice would be eventually add R&F, but wait for a good sale.
