They would be ideal for the loyalty and city-flipping mechanic: "Can exert loyalty pressure on city states to become free cities and exerts double loyalty pressure on free cities. Something that can use the potential of alternate leaders.

As the same as India was led by Gandhi, we can imagine William Tell leading Switzerland (with his LUA : Opera Overture : broadcast center with great work of music allow the theater square to defend like a city center or an encampment).I actually really enjoy this idea, though I wonder how it would work in principle. There is no "leader" of Switzerland.. kinda like the EU from what I understand. It'd have to have multiple leaders, no? Would the leaders be a Federal Counsel of Governors?

In today's climate, where a civil war in Spain is a very real possibility, there is no chance of a Basque / Catalan civ. Which is also a bummer, because they'd be a culture/commerce civ that could be interesting to play.Basque ?...

The Sami also claims that Santa Claus lives with them.The sami could be a lot of fun, as they could be integrated with the new empire/free city mechanics well. They have never been unified in a country with borders, but have a culture that stretches from Norway, through Finland and Sweden through Russia.
They could be really difficult to culture flip, get bonuses from nations they are allied with, or perhaps have trade routes that could cross into other nations regardless.
They could get extra bonuses from fish, they could introduce reindeer as a new bonus resource, and they could compete with Russia for tundra tiles.
There's also a lot of really nice and unique music in sami cultures.

I was joking about Santa Claus leading the Sami.The difficult part would be finding a good Sami leader. The mod for V had to make someone up, and I really doubt Firaxis would go the same route. The best (pre-modern) candidate I can think of would be Lars Levi Laestadius, and that's far from a perfect option.
