So I'm interested in starting my own Roll To Dodge, and I'm wondering: are there some kind of rules on how many can be going at once. Is there a host waiting list?

There isn't a rule. And IIRC there's no list. Even when there is, I'm pretty sure the forum rules don't enforce them...
