While it's named after the river, the actual common German name is Ruhrpott where the latter part is a bit of slang and very distinct to the area. Not sure where it actually comes from, but the term is unique and might be the "Silicon" part of the comparison you were looking for. After all, it's just another name for the coal valley.
I used to think that Ruhrpott was more of a social concept, a bit like the Big Apple, but I am not German and can be wrong here...
Anyway, it is sad so see names like Ruhr Valley in the game, especially when they opted for an unpronounceable native name of the NZ fjord natural wonder instead of Milford Sound. In this case I would even expect to see Tour Eiffel, or Kreml instead of Kremlin.
