running specialists in core cities?

In Civ3 running specialists in core cities is a big no-no. But now, for GPP, it seems to be the best thing to do? Am I wrong?

If you read the back of the manual, one of the leads wrote basically how the game was designed, and that is what he basically suggested they inteded people to do.
