My list of things:

Scenarios:
Rise of Islam
Chinggis Khaan
Bharat-e-Azam

Does anyone here know how to:
a) make a new tech tree
b) have new architecture specifically for it
c) change leaderheads to flags like in the Conquests
d) add new units and civlopedia like in Conquests

khaan11, you'd be well advised to take a good look through the forum. First of all, in the reference/tutorials section, there's threads to advise you on all the queries you have. Secondly, if you check through the units forum, there are some of the units, or units that are very close. I'd advise you to firstly look through the unit directory, though it hasn't been updated for a while, but I'm sure you'll find a link to Camel warriors and Marmeluks in that. I'd pay particular attention to Dom Pedro II's threads - I think his units cover some of those you're after; Aluminium has done conversions of Age of Empires/Age of Kings units - look for his threads and there should be a couple in there you could use.
 
The best thing to do is look at a Conquest or Mod and see how it's set up; at the very least, this is how you're going to want to figure out the file structure of your mod/scenario's folder. And do make sure that its got its own folder, I just accidentally overwrote one of my files a day ago.
Also, consider looking at the utilities forum for things like the Civ 3 Multitool or Maptweaker. The Multitool (and some other utilities, I think) will save you the trouble of having to enter in the exact coordinates of techs for the science advisor screen once you've added them to the game.
Art: like I said, look in a conquest or mod. An easy one is the Napoleonic Europe conquest; only 5 new units, one new building, and completely redone LHs. You're going to be messing mostly with civilopedia icons and 2 files in the art/city screen folder for new buildings; if by architecture you mean the actual terrain map graphics for cities, you'll be dealing with the art/cities folder.
Also, you're going to be messing with 2 important .txt files: civilopedia and pediaicons. You should be able to figure out the CivEdit part on your own; but for those 2 text files you should....check existing mods and conquests.
 
Be careful when you are looking at the tutorials for editing the tech trees. All the tutorials on doing so were made for Vanilla and PTW. There is no limit to how many tech icons you add to the game.

c) tutorial forum for adding leaderheads & graphics forum for flag graphics
d) tutorial forum for adding units - which covers the civilopedia (check out Colonel Krakken's Tutorial)

Some are definately in the Units forum, others may be close enough to what you're looking for also in units forum (just rename).
