Umm the deterrent is negative Happiness. It's already in the game.

Yet that doesn't really seem to deter anyone. The ROI is massive considering how weak the combat AI is. You yourself just said you had a 40 city empire generating science. 40 cities is quite a few and you were keeping them happy. So where is this deterant?
If the combat AI was improved... if it was given better instructions like assign a guard to its GG. Move in a formation. Reconsider attack targets each turn and consider possible losses next turn. Upgrade its troops using its massive amounts of gold. That would be a deterant.
Either that or reintroduce corruption... but that was kind of an annoying concept in many ways so you'd have to be very careful about it.
