Yet that doesn't really seem to deter anyone. The ROI is massive considering how weak the combat AI is. You yourself just said you had a 40 city empire generating science. 40 cities is quite a few and you were keeping them happy. So where is this deterant?

If the combat AI was improved... if it was given better instructions like assign a guard to its GG. Move in a formation. Reconsider attack targets each turn and consider possible losses next turn. Upgrade its troops using its massive amounts of gold. That would be a deterant.

Either that or reintroduce corruption... but that was kind of an annoying concept in many ways so you'd have to be very careful about it.
 
There are already massive deterrents in the game to prevent war. The only reason you're not seeing them is you're forgetting your AI opponents aren't real opponents. Seraph just outlined some of its problems. Wars against real opponents require losing large amounts of units (aka production and gold upkeep) and are as such much more costly - this is production simply being lost rather than converted into useful buildings. Warmongers risk falling behind badly in the science game if they're not able to quickly overwhelm the opponent.

There's no need for any new mechanisms like corruption or whatnot. We just need a stronger AI that doesn't simply bend over and let you claim all its cities. Or a functional multiplayer mode.

yes of course, for most of this.

The happiness system is an issue though, especially since they made most happiness global again in the last patch. That's the primary driver of having a very wide empire due to warmongering.

and let's not forget the bugged courthouses.
 
This is why I think that warmongering is too powerful of a strategy. There should at least be some deterrent for over-expansion ...

It's actually quite irrelevant how powerful strategy war mongering is as it's the only strategy in non-isolated maps. Playing peaceful just isn't an option as there is no reliable way to maintain peace in this game. Before making war mongering weaker, the devs should make peaceful playing at least possible.
 
In my current game, only one civ was constantly declaring war on my landmass.

In the last war I knocked them down to a 2 city empire. We've finally had 30 consective turns of peace; so we might finally be done fighting. If not, he gets knocked the rest of the way off the map.

There's one other war mongler on the map, but since they are on the other landmass, not only are they not bothering me; they are a reliable trade partner.
And I'm indirectly helping the other AIs there buy selling him useless stuff such as Coal and Oil. (He doesn't have the tech for Tanks yet.)

In my current game, every AI on my landmass keeps declaring war. The most inexplicable decision came the turn after both the Ottomans and the Iroquois declared war on the Mongols simultaneously. What was the Mongol response? They decided to declare war on me (even though they had been "friendly" with me up until that point). As you might expect, they did not come out of this adventure in good shape....
