Screen refresh rate changes?

Everytime I start up CivIII Conquests v1.22 the screen refresh rate changes to 75hz and the colour quality drops to 16bit

Sometimes but not everytime when I close the game down these setting remain and I have to manually change them back to what they were.

My video card is a Nvida 6600 GT 256mb with the latest drivers.

Why is this and is there a way to stop it?

You might want to set the refresh rate in the .ini file.
