Yep, was already confirmed. But I don't know if every island will have a name.

Top left looks vaguely like Bismarck? Then again one in the second row kind of looks like a great writer (shakespeare?). There are too many pictures for them to all be leaders but surely some could be

I doubt it. You can distinctly see Teddy on the top left corner and the Chinese Leader in the top right corner. It is possible that it was a brainstorming session where they picked 20 leaders they liked and the game will have 18 out of the 20.
