I opened last part of Filthy's Kongo game to check out his tall cities and I randomly found this GP screen... why can't he recruit GA and GW?

EDIT: I looked better and he has more points than needed, so did he pass on them? Does it mean that once you pass you have to wait until someone else gets that GP, so you can recruit another one? But why would he pass on GA or GW? Or is there other reason?

In that video, he passes on the artist @ 0:51 and the writer at @ 7:07. Didn't feel he needed any more and ran out of slots for the latter.
