Sea Connection to Resources?

How do you gain access to resources on continents with no land connection to your own?
For Example, I've just started a city on an island that has spice and ivory, I've connected the resources with roads to the city, but since i cannot connect that city to my capitol I can't access those resources. Is there a technology later on that will allow this or is this impossible in Civilization 3.

You need harbors in coastal cities on both continents - also if there are sea squares between the land masses you need Astronomy I think to connect them - magnetism for ocean squares (not 100% sure of this though).

Building an Airport will also connect you to the rest of your empire.
Provided you also have one on your mainland.
