Recently I played a game where I executed an early rush of a neighbour. In my beeline to the military techs I neglected to learn Fishing. I was able to take a city which had many Fishing Boated Clams. Once my culture expanded to cover those Clams I was granted the Clam health bonus and 2 Clams as tradeable resources. Is this intentional?
