I do not speak for "conservatives", but, in general I would say that they do not dictate the behaviour of those they disagree with, we mock them. Rush was very good at this when he was on the OCs, but (like Howard) has deteriorated in recent years.

More accurately: everybody does. When some conservative wing nut like myself voices a pro-invasion-of-Iraq position, for example, the results are the same every time: people say stuff like "that doesn't make any sense" and "BasketCase, you're an idiot" and "why can't you see it MY way??" and the like.
Whenever somebody voices an opinion that doesn't square with our own, we all tend to react the same way: we think they have a loose bolt. I mean, hell, if they don't think the same way you do, they MUST have something wrong with them......
Well, no. Intelligent people will not necessarily think the same way.
Actually, the origin of that phrase is the Vice-President himself saying it on the Senate Floor to Senator Leahy. So if the VP can use it from the loftiness of his position, why not any old off-topic poster ? If you still mind though, be sure to condemn Vice-President Cheney for debasing the tone of the conversation while you're at it.
