Setting Palace and City Looks in new Civ

i've searched the files of the base game and the dlcs. i found nothing that indicates the look and feeld of the cities and the palace.

when i create an own civ i allways have the african buildigns with the european (french) palace.

can i change that? ethnicy doesnt change anything to the look.

or do i have to create an own artdef for that?

no ideas here? how do you set that for your civs?
is it random? when i play teddy i always have houses with hay-roofs. how can i select them for my custom civ?

Yes, you need to set a Civilizations.artdef and a Cultures.artdef, I'd suggest to look at some custom civilizations mods for examples.
