Why not settle the entire map and conquer all AI cities at the last turn? That'd give even more pop. Come to think of it has anyone try spreading food corps to the AI and gifting them resources to grow their cities huge as well, then conquering for maximum pop?
God... 357 cities.... How long each turn takes?

Edit: For a 1-turn settler build the city, on the final turn, gains 3 pop with the HG instead of 1 pop. 2 of the pop has been transferred forward in time and place...
