Settlers can't enter ships?

Sorry, but I have a dumb question. I've tried to load Settlers on ships to try to take them to colonize new continents, and it seems that they can't get on Frigates or Caravels. Is there something I'm doing wrong? Or is there another ship type I have to build for them to get on? (The ships in question are on coast tiles adjacent to land tiles, so it shouldn't be a stupid "lolz ship to far out" sort of error.) Any help would be greatly appreciated; I'm on a Terra map and want to colonize the New World.

Read the descriptions of those ships before you build them. The Frigate is a pure combat vessel designed to protect your transports. The Caravel is a scout vessel that can only carry Spies, Missionaries, and Great People.

Galleys and Transports are what you need to carry anything else - including Settlers.

Thanks. I thought I read that the Caravel could hold Settlers, but I guess I misread it. I think I also confused one of my Frigates with a Galleon. Oops.
