Settling Too Close - Ignoring

Is it intentional that you can just hit 'Esc' when the AI confronts you about settling too close?

Why would you willingly tell them that you'll settle where you please, getting the grievances, when you can just ignore them?

Wait so we can still ignore these requests? That would help me a lot when it comes to troops on the border issues(the settling doesn't usually get me since I rarely need to settle more than one city in an neighbor's face).
