I would settle NE of the Copper, SE of the rocks on the cost so that we can get a boat onto those fish. I wish the picture was showing the GRID!

I would prefer the tile NE of the Copper (ocean, fish, trade plus access to grasslands (farmed would generate enough food to feed a nice city).

Now I am confused. Our aim is to get access to axes as fast as possible. Settling on the copper lets us build axes there straight off. Settling off the copper requires a mine and road to start building axes. If we decide to settle off the copper, then we must start that settler as soon as possible to give us time to mine and road.
