Perhaps worth mentioning that unlike (IIRC) some earlier versions of Civ, naval units don't benefit from the barracks. It's therefore better to build land units in Cski if possible, and build the naval units somewhere else.

Actually I did not start the chop/cottage process. I made a poor assumption based on mere visual illusion. Since it look like the tile is closer to the St P than Cap, I assumed it will go to St. P. The truth is, IIRC, the distance is the same.
