So I was in Niigata for the day, and I'm too wiped now to do anything with the game. I'll put together a plan tomorrow for the turnset.
So, it depends on populaton, not science.
If we're growing in the next few turns (4-5) we can delay until growth, otherwise, let's pop immediately and we save maintenance costs.
Offensive only if Wash let NY lightly defended, but we have to consider this.
Just as an update, I will likely play this set 6 to 7 hours from the time of this post.
Turnset played. Here is the save.
My turn notes:Spoiler :IT: Axe to C1, Archer to G1, Pop the scientist on Education, 21 turns down to 9. Decide to wait a turn on the CS for MC trade to Huayna. Check MM, nothing else to do, hit enter.
IBT: GW sacrifices 3 longbows against Beijing, no losses on our side. Rest of stack moves to our hamlet tile. Kublai wants OB, I decline. Huayna wants a WM trade, will now give 10g +WM +MC for our CS. I decide to hold out a little longer.
T1: Only 30% odds vs the 4.0 longbow on our hamlet, and I'm tempted to try. I decide to save the axe and take the pillage, gritting my teeth. GW still not interested in peace, but he doesn't move any more units in.
T2: We've got health problems now, LB pillages our hamlet, and I decide to kill it. Lose an axe in the process, but he's gone, at least preserving the cottage. HC is now up to 20g +WM +MC for our CS. I decide to wait again. Move the displaced citizen to the coast to bring Edu down to 8t.
T3: I do the deal with Huayna for MC, getting us MC +20g +WM. Edu in 7. Our sheeps will be pillaged next turn.
T4: Our sheeps are gone. GW now has cats, moves one into our territory. Still won't talk, Edu in 5.
T5: Liz is walking a GS to Nottingham, obviously intends to build an academy there. GW still won't talk. KK is willing to trade us Feudalism, but the price of lit + MC + CS is too high. We have enough troops in Beijing, I decide to build forge, due in 3. This will exacerbate our health issues, but will work out once we get our recources back online.
T6: Asoka wants to trade WM straight up. I decline for now. GW still won't talk, and his cat finishes the job on our cottage.
T7: GW STILL won't talk, cat moves to our N cottage. LBs out of our territory now.

I have a forge scheduled to complete next turn, if the team wants to change it, at least it's prebuilt. Edu is due in 2. I can't understand why GW won't talk, it seems it's been more than 10 turns.
I doubt any 3rd party owner (except maybe Asoka) could keep NY for long. It just wouldn't be viable given that between Asoka's culture and ours the new owner simply wouldn't have any tiles to work. The Great Artist bombing theory is troubling though. If George does that I agree it could be a major headache for us.I don't subscribe to the "sooner or later" philosophy regarding NY. If it flips to us, we get nothing out of it but the fact that it's gone, and it could well take a hundred turns for that to happen or worse, somebody else could take it and keep it, like Izzy for example. If we raze it, we'll get at least money from it. and benefit from the cows sooner. If GW or the new tenant decide to bust an artist in there we could well lose control of the furs for the remainder of the game.

Nottingham, on the other hand, did sprout an academy. There doesn't seem to be anything else in the sorry little snowburg (not even religion), but somehow they're up to 22% English culture. Can't figure that one out

Man you guys played fast over the weekend. We are a bit off track. We failed to plan for the completion of Education. We needed that worker already and probably a workboat or two. Even an Aqueduct would have been wise. Univ/Oxford should start in 2 turns, so no time for all that. Since the consensus seemed to be no offense right now, those cats don't seem like the right decision. They will cost us a ton of cash to maintain and never get used. They'll probably get a ride on our spaceship if we don't disband them before then.
I have the save and I see that GW's cat needs to be destroyed this turn. It should have been destroyed before we lost our cottage. Maybe that's where our cats will be spent? We don't need 11 units cowering in our city with the war over next turn (I think). I actually hope we don't win the battle with the cat so we can drop a unit or two. Probably throw the axes at it.
