The Galley currently south of Cow City can certainly drop off GM in Silver City on T133.

How about a Galley chain?
Shepherd does the tundra road to connect Science City and Cow City.
Galley picks up Great Merchant 4W3N of Cow City T132, sails 2NW, moves Great Merchant to 2nd Galley, then that sails 2NW.
T133, 2nd galley sails into Silver City and the Great Merchant walks west.
1st Galley sails back to Profit City to handle Great People for 2nd Golden Age.
2nd Galley follows 1st Galley after dropping off GM.
T134, the GM boards another Galley 2W of Whale City (3rd galley) that we recalled from Peter's lands, and it sails into Vlad on T140.
GM can then walk to Moscow and do Trade Mission on T144, or T143 if Peter roads east.
3rd galley can sail south to meet new AI around T141.
We would need the Confu Missionary to spread in Peter's iron city right now so that galley can sail to Whale City right now.
Cow City can make another Confu Missionary for Moscow, and it can go along with our Great Merchant.
That would let Moscow build Confu A.P. for us some day.
5 Confu cities would also help keep Russia in our religion long term.
If Cow City makes a Confu Missionary, we work a plains fur tile for +2

now T127, then the missionary will be born T131 and can join the Great Merchant going west to Moscow.
