I think 1300 with a harbor is just as good as 1300 with Temple of Artemis, especially if we can get it sooner.

We might be able to demand some of it for -1 diplo relations.

More realistically, we could trade a tech with him, but it is -4 relations immediately with whomever he is at war with.
We might get lucky if he is just plotting though.

It just feels out of reach until we can sell our map.
