don't know about your neck of the woods, but here(Australia) you have to have a mobile phone and e-mail account to keep getting unemployment benifits, they will even buy the phone for you and the laptop(don't know if the laptop program is current tho)

IF the SS (dole office) thinks it is essential to have modern telecommunications for job hunting and using their services it is kind of hard to say they are luxuries...
