The United States, and by extension the nations of ADTO and the Commonwealth Alliance, will sign peace on the following terms:
1. A referendum is held within Newfoundland within one year, during which the people of that territory will choose to join Canada, declare independence, or remain a part of Britain.
2. A referendum is held in the Bahamas, and all Caribbean island territories of Britain, within one year, during which the people of these territories will choose to join the United States, join the Caribbean Union, declare independence, or remain a part of Britain.
3. Great Britain recognizes all new nations in the area of Ceylon as independent and sovereign, with all rights and powers entitled to any independent nation.
4. Great Britain cedes her Pacific Island territories to the United States, for which a compensation of 100 million dollars (1 EP) will be paid to Britain.
5. The African territories of Great Britain will be partitioned into no less than 2 independent African states.
6. The South American territories of Great Britain will be granted independence.
The United States will not accept negotiation of these terms. If they are refused, unconditional war will be waged with overwhelming force until they are agreed upon.
