After the Dutch were finished off I shut down everything except science and rushed for Fission, leaving everywhere except my capital a polluted mess.

Thanks to some of your advice I won 5-1 vs the Celts. I signed MPPs with everyone and threw as many gifts as I could afford at them a few turns before the UN was finished
